[Delivered at the Session Hall of the House of Representatives, Batasang Pambansa Complex, Quezon City on 22 July 2019]

Thank you. Kindly sit down. Kumusta po kayo?

Senate President Vicente Sotto III and the honorable members of the Senate; Home Speaker Alan Peter Cayetano and the honorable members of the Home of Representatives; Vice President Maria Leonor Robredo, magandang hapon po sa inyo — sa iyo, ma’am, [applause] kung nasaan ka; former Presidents Fidel V. Ramos, Joseph Ejercito, [applause] Macapagal-Arroyo [applause]; His Excellency Caccia and the esteemed members of the diplomatic corps; Government Secretary Salvador Medialdea and the other members of the Cupboard; Chief Justice Lucas Bersamin and the Supreme Courtroom; my fellow staff in government; mga mahal kong kababayan.

Let me begin by extending my hand in gratitude to all who stored faith with me in our most making an attempt occasions. Numbers converse a thousand phrases and inform 100 tales. But the landslide victory of the Administration candidates as well as the newest survey results exhibits that my disapproval score is three%. [applause] I hope that the members of Congress — sana hindi kayo included sa three% [laughter] — evokes me with willpower to pursue relentlessly what we have now began at first of my administration.

Few males imbued with the desire and the braveness to do what he believes is true and just and no matter be the opposition in phrases of numbers and noise, makes a majority. For it isn’t the eagle in the struggle but the battle within the eagle that issues. [applause] Consider me, I will finish my term preventing.

It has been three years since I took my oath of workplace, and it pains me to say that we have now not discovered our lesson. The illegal drug drawback persists. Corruption continues and emasculates the braveness we have to maintain our ethical recovery initiatives.

Years in the past, we noticed the horrible devastation brought on by unlawful medicine. On Might 23, 2017, our regulation enforcers launched an operation to serve a warrant and to neutralize terrorists. A gaggle of armed men with refined weaponry and aided by locals radicalized by extremist dogma and teachings fought our troops for weeks. During that Marawi Siege, tons of shabu value hundreds of thousands and hundreds of thousands of pesos. Drug money killed 175 and wounded [2,101] of my soldiers and policemen in that five-month battle.

I’m aware that we still have an extended approach to go in our battle towards this social menace. Let the rationale why I advocate the imposition of the demise penalty for crimes associated to illegal medicine. Our residents have begun to do their half in the warfare towards medicine, and thru the barangay formation of anti-drug councils, and in addition truly surrendering bricks of cocaine found floating in the sea into our islands. I name this duty. Nevertheless, the medicine won’t be crushed until we proceed to remove corruption that permits this social monster to outlive.

I respectfully request Congress to reinstate the demise penalty for heinous crimes [applause] associated to medicine, as well as plunder.

My countrymen, it’s a unhappy commentary that we can’t distinguish our want from our greed, our rules from our prejudices, the actual from the pretend, and the truth from a lie. The reason is as a result of that many of us, what issues above all is the “self.” It’s selfishness [at] its worst for no objective aside from private aggrandizement.

To borrow the language of F. Sionil Jose, we have now not risen above and beyond the parochial interests. Our warped loyalty to family, pals and tribal kin continue to actual a heavy toll on our packages designed to uplift the poor and reassure our buyers, our overseas buyers native, and the enterprise sector on this country.

The current uncovering of the huge fraud perpetrated towards the public medical insurance system proves that corruption is pervasive. Large quantities of medical funds have been launched to cover padded medical claims and imaginary remedy of ghost patients. I’m grossly disillusioned. The government is conned of tens of millions of pesos which might be used to deal with sicknesses and probably save the lives of many. Thus I ordered the NBI to arrest and cause the prosecution of those liable. I appointed a brand new PhilHealth President, whom I know is a person of integrity, a army man, a former army officer, and gave him marching orders to prioritize ridding the company of corruption.

By the best way, I commend the Bureau of Investigation for its dealing with of high profile instances ensuing in the arrest and prosecution of criminals. These culprits could have their day of reckoning in courtroom. I hope it happens over the past three years of my term.

In regards to the unscrupulous persons manning our ports and scalawags in uniform, we’ve been unyielding in our reforms to weed them out of public service.

I have fired or brought about the resignation of more than a hundred officers and appointees of government without regard to relationship, friendship and alliance. There isn’t any sacred cow, because the saying goes, in my Administration.

Establishments which are the stewards of our assets and brokers of improvement have long been a serious source of public frustration. Drastic reforms within these businesses have yielded outcomes. Our government-owned and managed firms (GOCCs), infamous for top salaries and bonuses being paid their executives and staff, have began to shape up. As of July 9, 2019, we collected greater than P61 billion from GOCCs or authorities firms, 32% of which, or P16 billion, from PAGCOR. [applause] This is greater than the P36 billion collected in 2017. My salute to Andrea Domingo. [applause] Magpasugal ka pa, ma’am, nang marami. [laughter] Bureau of Customs, though corruption-ridden, managed to gather Five Hundred Eighty Five Billion Pesos (P585,000,000,000) in 2018. Think about how rather more might have been collected had the BOC been clear and less corrupt.

Might I reduce and simply — magsalita lang ako kung anong sa isip ko. I went to the Bureau of Customs two weeks ago and came upon that there have been about 63 of them dealing with costs, felony expenses, and 61 of them beneath investigation. I hope that I can have the cooperation of Congress if we can’t abolish their place. And if I can’t dismiss them for the rationale that there’s a safety of tenure, I’ll simply permit them to have their plantilla positions however they should report to Congress on a regular basis to help me in the big paperwork that we’ve got to do on a regular basis. All of them will go out from the premises of the Customs space. [applause] I are not looking for them back.

We, in authorities, speak an excessive amount of, act too little, and too sluggish. I recall saying that earlier than the Congressional listening to once I was Mayor of Davao City. I say that once more to emphasize how little we’ve changed since then. We’re long on rhetorics however brief on accomplishments. It’s either you Congress or — even the Government department and perhaps me. So I am here to rectify my own error.

That is why, I implore those who occupy positions of power and authority, to let your deeds and accomplishments do the talking. Lead by instance. Phrases ring hollow when not followed by constructive and prioritized motion.

Again and again, I have emphasised that like my fellow staff in government, trabahante lang po ako ng Pilipino.

Last yr, I assign — I signed the Ease of Doing Enterprise and Efficient Government Service Supply Act, a big piece of laws to enhance service delivery and battle corruption, nonetheless till now.

Nevertheless, a lot [has] to be carried out in making certain our responsiveness to the individuals’s wants. Based mostly on complaints acquired by the Contact Middle [ng] Bayan, Contact Middle [ng] Bayan — that’s in my office — the LTO, SSS, BIR, LRA, and PAG-IBIG are the top five businesses that have to drastically enhance their service.

I reiterate my authorities — my directive to the government and instrumentalities, together with the LGUs and the federal government firms: simplify. Might I… Nandito ba kayo? Simplify. Identical to the others. You are able to do it electronically. You shouldn’t have to go to the workplace.

I’ve been asking that from you since three years ago. ‘Pag hindi pa ninyo nagawa ‘yan ngayon, papatayin ko talaga kayo. [applause] Nabubwisit na…

Simplify and make your providers aware of — client-friendly. Your shopper is the Filipino, our employer — from where the money in our pockets come from, from our salaries.

Because of Government Secretary Medialdea, we’ve elevated the number of strains [for] Hotline 8888 to make it extra conscious of the general public. Our ultimate aim is for our individuals to be free of using these hotlines as a result of government service and response have markedly improved.

Once more, I will… Ang problema kasi ng Fili — I’m addressing now to the Filipino. Kayo rin kasi sinasabi ko na sa inyo, be assertive. At ‘pag kayo o ikaw hiningian more than the required payment by government at humingi pa sa iyo, I’ve been telling you mag-eskandalo kayo sa opisina. Make a scene. Sampalin mo ‘yang p***** i** na ‘yan. [laughter] Kasi aabot rin sa akin ‘yan. [applause]

And I’ve achieved that.

Kindly be assertive. Pagka hiningian ka, sabihin mo, “T*** *** mo. Sabi ni Duterte, the President told us, that if you extort money from me, I will slap you.”

At sampalin talaga ninyo. Hindi na bale magkaaway. I will defend you. At kung maaari and this is what I’ve been doing all along. There’s an [8888]. Make certain that it’s true. Though you aren’t chargeable for libel pero huwag naman ‘yang makasakit ka ng kapwa-tao na wala namang kasalanan. [8888], then place “To President Duterte, re: abuses by the director asking for money.” Text mo, lalabas ‘yan diyan. And that is for the public to view.

At kung totoo, Malacañan, I stated, is open 24 hours — 24 hours basta corruption. And that is why that fiasco concerning the frigate ni Trillanes was as a result of ‘yung Koreano na napagbili ng barko, who bought the ship to the Philippine government, wala pa hong supply. And it was there already prepared.

And that is why that Korean went to Malacañan simply to complain why is it that there isn’t any request for delivery. So I advised Bong, “Bong, ayusin mo ‘yan.” He went to Lorenzana and Lorenzana nagsulat siya. Might nakakuha because sa Malacañan, each administration might tao ‘yan diyan. Each administration leaves some of the lads because they’re appointed on plantilla place.

Eh kinuha nila then it was introduced here, before the Congress. And so Bong was referred to as to testify. And he stated, he was assured it is going to be a closed-door. I advised Bong, “No, ask for an open and public hearing.”

Sabi ko, “Sabihin mo sa lahat — wala — you have nothing. Just say the truth.” Sabi ko, pagkatapos niya testify, sabi ko, “Bong, maniwala ka hindi, you will be a senator.” [applause] Totoo ‘yan. That is the story of how convoluted politics and corruption right here in our nation works.

Outfitted with political will, the government ordered the closure of Boracay Island for six months to stop its additional deterioration. We cleaned and rehabilitated the island and I allowed it to heal naturally. I am proud to say that it has been restored close to its unique pristine state. Boracay Inter-Agency Activity Drive led by Secretary Cimatu, and absolutely supported by Secretaries Año, Romulo-Puyat — Oh what’s her identify? Puro surname ito, Romulo-Puyat. What’s her identify? Ah si — ah Berna. Ah, Berna Romulo-Puyat, Bello and Villar, after which TESDA Chief Mamondiong for this big success. Kudos are additionally because of the PMS for integrating the six-month Rehabilitation Plan, and the NEDA for the recently-approved [Medium]-term Boracay Motion Plan. [applause]

Boracay Island is just the start. And the women there, the foreigners are waiting for you gents to visit the place. They are all on the seashore sunbathing. You’re invited to — I have not been there.

Alam mo, nung naayos ‘yan, day before we were told that there’s gonna be an opening tomorrow. So on the TV on that day, Magandang Hapon, showed so much of buntings and banners, “Salamat Duterte.” So once I noticed it, I referred to as the army and the police, “Remove the buntings. I am not going there.” No want to actually arbi — ah promote. I am paid for what I’m doing. Nakokornihan ako. An excessive amount of adulation, bordering pretentions. I can all the time odor it a mile away.

And I by no means went there till now. What I did was I went to the opposite aspect of the island and requested the DAR, “What is the status of the land behind the beach of Boracay?” And they are still categorized as forestal and agriculture. “Not…” I stated, “Not commercial?” “No, sir.”

So I advised the Agrarian Reform, “Go to the place, have it inspected because I will declare the whole of the island a land reform program.” And I gave the islands piece by piece to the Atis, the natives of the place para walang masabi. Marami kasi ginawa ko raw [applause] para linisan ko, ibigay ko sa mga kaibigan ko.

Wala akong kaibigang mayaman. Ayaw kong kaibigan ng mayaman because pagka mayaman ka, tatabi ka lang sa akin, pati ako napahiran na ng kung ano-ano ang hingiin mo sa gobyerno.

There are those who violate environmental guidelines. I am giving due discover to the LGUs and different stakeholders, kayo po, of vacationer destinations to take additional steps in the enforcement of our laws and the protection of our surroundings.

On January 27, 2019, we officially began the Manila Bay rehabilitation. Although we have now an extended strategy to go, we’re inspired by the check outcomes of the waters close to Padre Faura. We’ll relocate informal settlers — I hope it will possibly happen during my time — along the waterways and shut down establishments that continue to pollute and poison our waters.

Make a selection. I’m going to the… [Malaki ba ‘yung building diyan?] I’m going to dismantle your burning — ah building — or just merely burn it down in order that we will have a brand new set-up of environmental pleasant, whatever meaning.

Via the Build, Build, Construct Program in emerging economic hubs outdoors Metro Manila. This can swiftly achieve ground, because of the efforts of the Economic Staff led by Secretary Dominguez. Arduous at work within the interconnection of our islands and cities by air, land, and sea are Secretaries Tugade and Villar.

Alam naman ninyo. Magaganda na ang airport ninyo. Inuna ko nga kayo eh. Everyone’s complaining concerning the Davao airport and I stated, “Davao will be the last.” Kung hindi na maabutan, sabi ko mga taga-Davao, pasensya na kayo. Para walang masabi ang Congress sa atin, baka nga three% sila doon sa kabila.

We also paved the best way for the entry of third telecommunications supplier. Do not worry about this. There isn’t a corruption at all. I assure you, upon the grave of my father. I don’t permit — I don’t speak to them. I simply say: Just do your work. And kung maaari, in accordance with what the specifications are required by this government.

I problem this new participant to satisfy its commitment to offer quick and reliable telecommunication providers to our individuals, particularly within the underserved areas. DICT Secretary Honasan will be the lead man on this endeavor. I hope he’s right here. [applause]

Nevertheless, developmental good points won’t be felt by our individuals within the countryside if we can’t keep regulation and order. ‘Yang peace and safety, wala ‘yan. We have to enforce the regulation.

After virtually 20 years of peace negotiation, the Bangsamoro Natural Regulation was lastly passed and ratified.

For many years, our Muslim brothers in the ARMM have been mired in poverty. My late Muslim brother, MinDA Chair Abdul Khayr Alonto, envisioned a progressive, peaceful, and united Mindanao throughout our lifetime. It’s my hope that the Bangsamoro Transition will fast-track the institution of regional authorities that may secure and cozy life for Muslim brothers and sisters, and all indigenous communities within the Bangsamoro Areas.

Additionally, I have taken the helm of the Nationwide Activity Pressure to End Local Communist Armed Battle and have assigned a Cabinet member to each area to harmonize government efforts in achieving nationwide improvement [and] safety.

Via the distinctive leadership of Secretary Briones and the DepEd, I am proud to say that this yr more Filipino learners are receiving primary schooling, with over 27 million enrollees from Kinder to Senior High Faculty. [applause]

And because we’ve got still somewhat to spare, the quickest inhabitants progress, one of the — is the Philippines. We are so industrious that we are producing extra individuals than… [laughter] I don’t need to quarrel with the spiritual however…

More than [823,000] — sorry my eyes just isn’t good — for the… Isinusuot ko lang ‘to ‘pag mag — paminsan-minsan eh. Out-of-school youth and grownup learners have been capable of entry non-formal schooling by means of the Various Studying System. For our nationwide sports activities improvement, I help the proposed measure to create the National Academy of Sports activities for High Faculty college students. [applause]

Virtually 86,000 micro, small, and medium enterprises or the MSMEs have acquired over P3 billion value of loans since 2017, because of the efforts of Secretary Lopez and the DTI.

Further benefits for solo mother and father, [applause] the task of health staff in all barangays, and the enlargement of the Malasakit Centers, are what we additionally hope to realize by way of the payments filed by the original idea of Bong Go. [applause] Para manalo sa kampanya, ‘yon ang mantra niya. Totohanin mo lang, Bong, mapahiya tayong lahat. [laughter]

I additionally implore Congress… You — look. It’s a must to research this very rigorously. Congress has to postpone the Might 2020 elections and ‘yung Barangay, Sangguniang Kabataan to October 2022. Because in case you learn it, this… [applause] To rectify the truncated terms. Paiba-iba na eh. The truncated phrases of sitting barangays but in addition present them with the ample time to complete their packages and tasks. I recommend Congress also needs to enact the Magna Carta for Barangays. [applause]

This Administration’s malasakit at serbisyo program has, of course, reached the Filipinos who labor in overseas lands. The milestone signing of the Bilateral Labor Settlement with Kuwait in 2018 is a testomony of my commitment to stop abuses inflicted on our overseas Filipinos. To ensure their welfare, safety and their entry to government providers, the institution of the Division of Overseas Filipinos will sufficiently handle this specific want. [applause]

Our accomplishments for the previous three years and the plans for the subsequent three are discussed intimately in my mid-term report to the individuals, copies of which shall be made obtainable before the day ends.

Let me repeat what I stated many occasions before. Truthfully, I have identified the enemy who dumped us into this quagmire we are in. I have met the enemy face-to-face and sadly, the enemy is “us.” We are our own tormentors — addressing the Filipino individuals — we are our own demons; we are as rapacious predators preying on the helpless, the weak and the voiceless. We discover corruption in all places in authorities with each malefactor watching his cohort’s back in blatant disregard of his oath when he assumed public workplace. Even the language has advanced to melt the wickedness of the legal act. “For the Boys”, “sponsoring an event” or what-else-have-you. No quantity of euphemism can trivialize or normalize betrayal of public trust or some other legal offense. It’s an damage laced with insult. It’s both a nationwide embarrassment and a nationwide shame.

For every transaction, a fee; for every motion, extortion; and a request that goes on and on – endlessly and shamelessly.

Catharsis is what we, individually and collectively, have to do as we speak – not tomorrow however in the present day. Self-purgation followed by the resolve to do what is true and proper, is sweet for the nation’s well being.

Let me ask you: When will corruption finish? Kailan ba talaga ‘to? Hanggang kailan? Well, I don’t know. I’ve been in — with authorities for nearly 35 years now. I’m not singling out myself. It’s the whole gamut of our system.

Corruption exasperates. It frustrates. Additionally it is exasperating that there are occasions once I assume that maybe it’s blood that we have to cleanse and rinse away the dust and the muck that persist with the flesh like leeches.

In fact, it is just a thought. I am merely considering aloud. To dispel any controversy that my statements in this regard will create one thing else. Phrases of Pedro Guerrero who stated, “Sometimes they write what I say and they write — and they write what I say and not what I mean.” So ‘yung mga pa-purga-purga lang diyan. I exploit similes, metaphors, hyperbole, and other figures of speech once in a while, to show or stress some extent. I am as human as anyone else.

On the matter of the Philippine — West Philippine Sea. The avoidance of battle — armed battle and protection of our territorial waters and pure assets compel us to perform a delicate balancing act. A capturing struggle is grief and distress multiplier. Struggle leaves widows and orphans in its wake. I am not ready or inclined to simply accept the prevalence of extra destruction, more widows and extra orphans, should warfare, even on a restricted scale, breaks out. Extra and better results may be reached in the privateness of a conference room than in a squabble in public. That is why I’ll do within the peaceful method, aware of the fact that it’s our nationwide satisfaction and territorial integrity which are at stake.

Brief of expressly advocating a name to arms, there are those who say that we should always get up and stop those that fish in our economic zone. In fact we’ll do in due time. There’s…

Alam mo ganito ‘yan eh. Noong — once I turned President and when the M16 rifles have been cancelled by America upon the prodding of the US Congress, I discovered myself in a quandary as a result of stories have been already very ripe na there was the passing of arms in Marawi.

And because of the arms have been already — principally within the palms of the police, hands-me-down from the army have been quite previous and typically the bolt that pushes the bullet flies out and the barrel has actually develop into lose, and there are not any extra launch and planes to push it into a circular trajectory to take care of its accuracy.

So I was pressured to go to China. Eh mabuti’t na lang nasabi ko sa inyo ‘to. Then in China, we had a bilateral. I brought along the army man — Año, the chief of employees then, and all of them, Lorenzana, Esperon, National Security.

In that meeting, I stated — Cabinet members have been there — “I want to go to my territory to dig oil.” That was the phrase, “I dig.” As a result of that is ours. Ang sabi ni President Xi, “Well, you know there is a conflict there. Do you think, rather than go there and have a confrontation — not necessarily the grey ships, war ships. But you know a squabble there could lead to something else.” Sabi niya, we simply turned buddies. And perhaps we will speak about this. But not an outright precipitate transfer as a result of… He stated it softly, “It can mean trouble.”

If the difficulty comes out from the mouth of a president of a republic, anong magawa ko? So what did I answer? “Well then maybe, sir, we can talk about this at some other time.” But undoubtedly, before I’m going, we should speak concerning the West Philippine Sea. We can’t you recognize, have our cake and eat it too.

You realize, I can’t go there even to convey the Coast Guard to drive them away. China also claims the property and he is in possession. ‘Yan ang problema. Sila ‘yung in possession and claiming all the resources there as an owner. We are claiming the same but we are not in the position because of that fiasco noong dalawang nag-standoff doon during the time of my predecessor si Albert, ambassador. If I’m right. I have no idea his actual identify. Tayo ang umatras. Pagsabi niya umatras, that was a sort of a compromise. Tayo ang umatras. Noong umatras tayo, pumasok sila. Marami na.

That day, we misplaced the Spratly and the Panganiban Island. Iyan ang totoo. Walang bolahan ‘yan. Ngayon, might arbitral ruling. I… I stated, I couldn’t even ask for the oil claiming all the assets of the…

Anong sabihin ko sa kanila? Kaya sinabi ko, “Let us do this mutually.” In fact, when Xi says, “I will fish,” who can forestall him? And sabi ko naman, “We will fish because we claim it.”

And sabi ko, “Please allow because…” Earlier than that, they have been driving away our fishermen. ‘Di ba inaabog nila? Kaya sabi ko, “Do not drive them away because the Filipinos are of the belief that they are also — they claim it.”

Now, in the event you deprive — deprive the Filipinos of — there, magkagulo talaga ‘yan. And it might result in ano — not likely warfare, and I stated, “we have to…”

Kaya ang sabi ko… Once I stated, “I allowed,” that was on the premise that I own the property. Pero hindi tayo in control of the property. Ayan magsabi sila, “Of course, I will allow you.” Kaya pinabalik.

Eh ‘yung disgrasya, ‘yung pagsabi “a mere incident — legal, marine incident,” ‘yan ang ginagamit sa batas ‘yan, “a marine incident happened.” Hindi naman sinasabi na “marine accident.”

It was just nabanggan, wala naman. In order that they needed to speak, tapos ayaw dito. And so, “So sige, we will investigate and you investigate, and when you are ready, we should meet and compare notes, and let us determine who pays for what damage.”

Ganun lang. Ipadala ko ‘yung marines ko to drive away the Chinese language fishermen. I guarantee you, not one of them will come residence alive.

Kung ipadala ko ‘yung limang — pati ‘yung frigate ko na bago, ‘yung pinagkaguluhan nila ni Trillanes diyan sa — that made Bong a Senator, ubos ‘yan because there are already guided missiles in that island.

And the fastest that they have installed there can attain Manila in seven minutes. You want warfare? Alam mo, asaran ‘yan eh. Supladuhan ‘yan.

However the problem is, there — whether or not we do it in a diplomatic method, there will probably be heated arguments, sigurado ‘yan.

We do it in a confrontation doon. We attempt to drive them away, it might lead to a violence. Any method ‘yan. By the best way the President answered once I stated “I will dig my oil” the first time I went to China.

Nakita ko ‘yung tao eh. So you possibly can, kind of, draw a profile of his, “Please do not do that because there will be trouble.” Ano… Anong magagawa ko?

I’m going there, I stated, “The fisheries who were…” And apart from, I used to be invoking ‘yung traditional fishing rights. It’s in that arbitral ruling. Ayaw lang ninyong gustong tignan.

It is mentioned there that even earlier than nations have been in existence, individuals round an ocean or a lake had already been fishing there for generations. And that is why fishing rights are allowed in the so many instances between Finland and Germany, decided by UNCLOS — UNCLOS and the Worldwide Regulation of the Seas.

UNCLOS is a product of a treaty. That treaty can also be an element of our land as a result of we’re a signatory. Eh kung basahin lang ninyo ‘yan nang husto, it’s there. You may just…

China and everyone recognizes conventional fishing rights for the natives who have been there even before the creation of republics and governments. That regulation is a humane regulation.

So I’m sorry I have to… I promised you 40 minutes. My God, I… You want me to stop? We will go residence now. [laughter] I’ve exceeded my… There’s the, you understand, there is a time for every thing.

Do not consider the others as a result of they don’t seem to be my associates. They are my political enemies. They stated I don’t consider in God. Who says? I’m a believer of a universal thoughts there.

However [applause] I do not consider that a God so good would create hell for his creation. What variety of God is he? He isn’t my God. There’s a time to — for the whole lot. A time to negotiate and a time to quarrel together with your enemy, together with your political opponents or together with your wife.

That is why some lives listed here are… And a time to antagonize and a time to make peace and a time to go to struggle, and a time to stay and a time to die. That’s Ecclesiastes three.

Our ownership of the Philippine — West Philippine Sea is internationally acknowledged. Nevertheless, each the United Nations Conference on the Regulation of the Sea (UNCLOS) and the Arbitral Award in the case of Individuals — “Republic of the Philippines vs. People’s Republic of China” recognize situations the place one other state might make the most of the assets found inside the coastal state’s Exclusive Economic Zone.

The arbitral ruling even states, the one which they’re charging me for violating the Constitution…. Sino gani ‘yon? Suntukin lang kita diyan ngayon mabuti pa. Nandito eh. The arbitral ruling even states that the Philippines might enter into fishing agreements with different states, offered certain circumstances and requisites in the UNCLOS are met.

So ‘yung akin, sabi niya, “Let’s go fish.” Sabi ko, “You have to act…” You realize, they’ve been there fishing since time immemorial. I feel it was Adam who received the first Lapu-Lapu there.

Let me guarantee you, that national honor and territorial integrity shall not — shall be foremost in our mind, and once we might take the subsequent steps in this smoldering controversy over the strains of arbitral ruling, the West Philippine Sea is ours.

There isn’t a ifs and buts. It is ours. However we have now been appearing, [applause] alongside that legal fact and line. However we’ve to temper it with the occasions and the realities that we face as we speak.

Poverty incidence fell from 27.6 % within the first half of 2015 to 21 % in the first half of 2018. Crucial quantity, though, is the six million Filipinos we need to pull out from poverty. Kindly help me on this. [applause]

And you understand, as I stated, corruption is in all places. You’re free to research. I don’t take offense. If there’s anything flawed in my division, the Government, you’re free to open the investigation anytime.

You should not have to call me. Call the idiots, expose them, and ship them to jail. You’re serving to me. Do not be… I am not… I’ve been a prosecutor. I understand how it really works. Be happy. Be happy to show something that isn’t in accordance with regulation.

We’ve pursued tax reforms to fund our poverty reduction packages. I subsequently implore Congress to right away cross Package deal 2 of the Comprehensive Tax Reform Program, or the TRABAHO Invoice, which shall steadily lower the revenue — company revenue tax, and rationalize and enhance fiscal incentives.

It can energize our MSMEs and encourage them to broaden their business and hopefully generate, hopefully — I’m missing the word hopefully para sabihin na “you’re all talk” — hopefully [1.4] million jobs within the coming years. The MSMC — MSMEs hold the promise of raising rather a lot of the Filipinos.

I subsequently consider that it is now time for Congress to approve a new version of the Salary Standardization Regulation. Ngayon na. [applause] And to the academics, alam mo dito who toil and work tirelessly to teach our young.

Kasali na po dito ‘yung hinihingi ninyo. Hindi naman masyadong malaki, pero it’ll tide you over throughout these onerous occasions. Just a little bit greater than before. [applause] This is meant to extend the salaries of nationwide authorities staff, including academics and nurses. Nurses, right. [applause]

I’m additionally asking Congress to cross the remaining packages of my Administration’s Tax Reform Program, and the bills that might further increase excise taxes on — excellent, allow us to do it — tobacco and alcohol.

Sinong naninigarilyo dito? They should be exterminated from the face of the earth. [laughter] They are those… You realize, I… I’m… I do not cover my — what’s mistaken with me. I acquired Buerger’s disease as a result of I smoke.

But I made it a nationwide policy because you realize once I was new mayor, I went around to see the discos and night time golf equipment. I might hardly see the faces of the individuals inside. It’s a must to wade into a thick smoke to only acknowledge one.

So that’s once I decided. However I used to be still smoking. But I decided because I knew, I already had it. So it’s time to — sabi ko. And a nationwide regulation, para lahat na, that at 12 o’ clock, the whole lot closes.

I’m not making an attempt to tug a chair here. Mine was that two o’clock midday sa Davao, it was two then I decreased it to at least one. When that boxing mayor there turned mayor, she lowered it to six. Walang order, no orders prematurely.

Kasi we now have ordered already, so you’ll be able to close however we’ve got to drink. Itong ngayon, at 12, every part closes down. No one works. So I… I feel that we should always adopt it. Most of the states, in many states, in many nations, ganun man. Alas dose, sarado na talaga.

We have now to stop consuming. And jukebox, they’re only good as much as eight, 9. Eight, maganda ‘yan. It’s a… It’s there in each nook, store. Blares out noise and the youngsters who will go to high school and the working class, and you’re there together with your store.

I have prohibited it in Davao. And at 12, as you see, Davao is quiet because everyone is resting already. Be it within the memorial parks, cemetery, or in the comfort of their houses.

The valuation system has additionally to be improved local government models and rationalize capital revenue [taxation]. I urge Congress to evaluation and move the Government Rightsizing Bill to reconfigure the prevailing Metro Manila-centric paperwork; streamline authorities techniques with a view to deliver providers directly and within a brief timeline.

These reforms can be for naught if we can’t avert of a “new poor” every time a disaster strikes. The Philippine experience has proven that pure disasters and — are poverty creators.

That’s the reason, we need to hasten the institution of a Department of Catastrophe Resilience (DDR) in order that these department concentrate on the natural hazards and climate change. I urge Congress to fast-track the passage of the Administration of this bill — Administration version fairly. In 2017, I reminded all of you of the possible consequence of a catastrophic earthquake in Metro Manila and its surrounding provinces. Since then, I’ve established the Venture Management Office for the Earthquake Resilience and the Larger Manila Space to implement two-pronged technique on earthquake resilience and mitigation efforts.

I just heard, it’s not in my speech. I just heard that from a psychic that the primary crack when the “Big One” hits, can be proper here within the middle of this… [laughter and applause]

‘Yan man ang sabi nila. “Philippines is so corrupt, it’s so lousy that if you kill all congressmen, senators and the president, we will have a new day.” [laughter] So I pray that if the earthquake comes, it comes now. This second. [laughter] Kumpleto na tayo. Might madamay pa tayo doon sa harap. [laughter]

We weathered one damaging impact of local weather change this yr. The El Niño have been wreaked havoc within the agricultural sector and brought about water shortage within the higher Metro Manila area. We have to move invoice creating the Division of Water Assets and Water Regulatory Commission. [applause]

Alam mo, the businesses and the blokes there handling the — the complete water works system — you need to change it instantly.

You understand what, there was this three-day no water. I was in Davao. So everyone was complaining and I used to be even afraid to return right here as a result of what if my girlfriend will be unable to — to take a shower. [laughter] She is going to odor like hell. So I stated, I’ll await the water to scrub her.

Alam mo kung hindi ako nagmura, kung hindi ko sinabi, “p**** i**, papatayin ko kayo, p**** i** niyo.” After which once I arrived within the morning, there was water. And my girlfriend was recent. [laughter]

I additionally name on Congress to move a regulation mandating a Hearth Safety Modernization Program. Diyan tayo nagka-ano. When you go to Davao, you’ll find the most effective. One of the best of every little thing, 911, all of the cameras, all the screens. We did that if yow will discover it.

Alam mo — alam mo sabi ni… Is there… Sonny is here? Secretary Dominguez? Ah Sonny. Siya man ang magyayabang. Sabi niya, “marami tayong pera”. Pero ‘pag tanungin namin siya doon sa Cabinet meeting, “tsk tsk tsk tsk, walang pera, walang pera”. [laughter] Si Diokno ganun rin kaya gi-tapon ko sa Central Bank. [laughter]

Every time sabihin mo, you recognize we discussed tasks, we plan and we submit it to Congress, it’s last imprimatur. Eh ‘di kami ang, “May pera ba tayo diyan, sir? “Wala.” “Magkano?” “Four billion.” “Tsk tsk tsk tsk tsk that is not the tsk tsk practice. No money, no money.” P***. Saan pala ang pera natin dito? Sa bulsa ninyo? [laughter] Karaming collection natin dito. But Sonny says that we will fund. This one we’ve got to answer.

Now, I want to remind… Pagbigyan na lang ninyo ako tutal para naman ito sa lahat. Alas-sais pa nga ginugutom na kayo. Hindi pala kayo nag-merienda?

Alam mo, ever since na-integrate ‘yan you would notice in your cities and provinces the deterioration of the service itself. Wala ng mga truck, luma na. And would you believe it in Davao City, I’ll show it to you, we have now a 1934 Studebaker hearth truck. Maganda pa.

So we now have to — we have now to do higher than this. There are different cities which are completely — – completely with out the instruments to reply the challenges of hearth. We’ve got to provide you with something that’s really good.

I mean at this age, it might be a disgrace should you can’t put up a fireplace in two days, three days, my God. We’ve got to set aside.

Sonny, you might have the money? [laughter] Oh yes. Oh see. Basta sa maraming tao mahiya man mag-deny. [laughter] Totoo ‘yan. Totoo ‘yan. We’ve got the cash so perhaps Sonny may give you a figure that we will put aside.

Nakakahiya talaga itong ano natin. Ang Davao, meron. Davao has a very good 911. Hindi ako nagyayabang. And we have now cameras in each corners that’s why we will remedy crimes instantly. And meron kaming 911. “What is your emergency?” That’s the standard. So it’s hearth, they call the hearth department.

Sabi ko, “911.” “Yes.” “What’s your emergency?” “I — I seemed to lost my — to have lost my girlfriend.” “We know you, Mayor. You go back to Manila there are plenty left there. Go.” [laughter]

It will equip the hearth — Bureau of Hearth Safety with tools to answer the challenges. I additional ask Congress to urgently cross the Na — ito — the National Land Use Act or NALUA inside this yr. [applause] Paki lang po. In order that we will proceed with the new… Nicely, we will meet the — the demands of the brand new buyers coming in. Ang lupa natin ang problema eh.

A science-based national land use plan would serve as foundation for the LGUs in crafting respective improvement plans, and help disperse economic activities to the countryside.

The dispersion of economic and business actions to Visayas and Mindanao isn’t just a marketing campaign promise. It’s an economic crucial and a key to our country’s sustainable and equitable improvement. We’ll encourage investments that might develop the agricultural areas and Metro Manila and different mega city areas.

Let me minimize right here, tutal maliit na lang. I might identical to to remind everyone. No offense meant to the mayors and governors to the local authorities. Pero ‘yang type ninyo na it takes about three days, four days for the workers of a sure firm, store, or whatever to commute, forwards and backwards.

Once they return, you might have a new regulation. He will get it, he secures it and when he goes again, oh there’s still you need to comply with — you must get this paper.

I will inform you now. Hindi ako nagyayabang. In Davao, it’s one hour until there’s a want for ocular inspection. I’m directing you publicly mayors — mayors. I am directing additionally the DILG, Secretary Año of the native authorities to see to it that this is honored. All clearances, permits emanating out of your office that would wish also your approval, have to be out on the very least inside three days. [applause]

You do not do this. I am directing si Secretary Año, is he here, sir? Nandito ka? Oh Secretary Año, he’s the former chief of employees, he’s also a army man.

I would like three days, until there’s an exceptional cause, three days, para hindi na magpa-balik-balik kasi diyan ang perahan eh. Pagdating doon meron na naman hingin, pagdating doon might hingin.

Kaya I stated the Filipinos if it is executed to you, I’m telling you, slap the man, create a scene, create a scandal because that incident nevertheless little will reach me. And if it does, you may be positive, if I don’t call you and the fool, I will go there myself. That may be a promise, that may be a pledge. [applause]

Make it an element of my oath of office. Lahat kayo diyan pati ‘yang tsk — easement. Well, under Villar, okay na. Pero ‘yang easement billion dollar — ah billion pesos. Well, if it’s a overseas company, it’s a billion greenback thing.

Ganun ‘yan. Pabalik-balik at hindi binabayaran. That’s why nagpatong… If all moneys and revenues due authorities are collected in good religion, marami tayong pera. I’m telling you as President. Marami tayong pera para extra cash to uplift the — the mass of Filipinos who’re struggling. Maski ospital lang and housing.

Jobs, it’s the financial system that runs it. If the financial system is sweet, more jobs. On the meantime, itong hospitalization, schooling, the essential things at saka itong relocation. Kaawa talaga.

Kung makolekta lang lahat hindi ma-corrupt ang pera, marami tayong pera. Kaya ako nagsabi. That’s why I — I resi…

You understand, I will make it public. I used to be on the Nayong Pilipino. I gave it to a gaggle of individuals. Tapos nagpa-bidding sila. Ang nagbidding nila is to permit a gambling casino to be erected there inside the Nayong Pilipino.

Kaya ko nagsabi t*** i** ninyo. Anong kahulugan ng Nayong Pilino kung lagyan mo ng sugalan and with no bidding? You understand, nandiyan na ‘yung mga generals, they’re there, chief of employees. Kasi pag galing doon pumunta ako sa command convention. Pagdating ko sa command conference, might ipinasa si Sonny ghost supply sa AFP hospital. Eh galing pa ako doon sa…

Once I was dealing with the army and police, sabi ko, “Look, I thought I had my back covered by you? If I cannot trust you, you better tell me now. Because if you the commanders of the Air Force, Army pati Albayalde and the Navy, I will step down now. I am resigning, I’ll go back to Davao. You do the explaining to the people why.”

Ginanun ko talaga. And in a single of the Cupboard meetings ganun rin. There was this two-year, pabalik-balik na ‘yung — forwards and backwards, forwards and backwards, for 2 years it was sitting on their ass, the papers.

So once they have been explaining to me the revised plan and with so many necessities, clearances from NBI, I stood up with the Cabinet members, lahat kami. In a Cabinet assembly I stated, “Stop. That idiotic matrix is not for me. That is intended for the next — maybe the president after the next.” Lumabas ako sabi ko, “Inyo na ‘yang gobyerno ninyo.”

Sabi ko wala ako… I — I’m drained. I’m drained and I’m… Talagang gusto ko na rin mag-resign. Sabi ko I’m not completely happy anymore. Sabi ko anytime — ah the army stated, if you want to exit? If you want to take over coup d’etat, go ahead. Do not deliver your armors. Do not deliver your weapons here. Simply name me and we’ll have coffee.

I don’t consider. I feel Marcos and Estrada have been right that they did not permit the… Kasi ‘yung guwardiya mo, guwardiya dito, pareho ‘yan. Lahat sila dadaan ‘yan sa presidential command. All of them can be assigned. Nag-iikot ‘yan sila lahat. A taste of every part. Hanggang Mindanao kaya kilala ko ‘yan sila lahat dumaan ng Mindanao eh.

Sabi ko talaga, “Inyo na. Ayaw ko na.” Sabi ko, “Sige, sinong gusto? Raise your right hands. I…” “I…” “Duly appointed member of the junta, will now make the SONA next month.”

Ah bahala kayo diyan. You threatened about… In the event you assume which you could run the country higher than the elected one, go forward. That’s not my — it’s the issue of the Filipino individuals.

Talaga sa Cupboard na — na tsk… Kaya abutan ako ng topak, magbaba dito ako ngayon. Bahala na kayo diyan. I’m going house.

One ese — one estimate pegs financial losses at P3.5 billion a day as a consequence of visitors congestion in Metro Manila. So meantime, I reiterate my directive, my request, my pleadings to the MMDA and all concerned local officials in Metro Manila, and all other cities, to undertake speedy action to make sure the speedy and clean stream of vehicular visitors. Reclaim all public roads which are getting used for private ends. Marami diyan. [applause]

And again, I asked Secretary Año to see to it that that is enforced. If there is a mayor or a governor, or kung ano kang — sino kang demonyo ka, i-suspend mo Sir Año. Give him time and if he can’t — if he isn’t as much as it, then pagpahingain mo na lang. Droop mo na. Wala talagang — wala tayong magawa.

They only carry on pleasing their very own constituents just because they are constituents — a pacesetter. Ganun kayo eh. The one option to do it… Anyway, me, I have no drawback. Me, I am an inutil official. Me, I can’t run anymore. Me, after six years I’d lose my head. Wala na ako. I… No extra challenges in politics. No more mountains to climb. I will just do my obligation.

And most of my Cabinet members are literally army men. You already know why? Gusto ninyong malaman? Do not be embarrassed. Atin-atin na lang ito. Huwag mo na silang pansinin, ‘yang mga ano diyan. Parang nag meeting-meeting lang tayo dito. [laughter] ‘Yung parang nagpulung-pulong lang. Don’t mind them. Eh kung tignan kasi ninyo mahiya kayo.

Kasi ganito ‘yan, my penchant for army males. I need to ingratiate myself to them? What? I used to be elected by the individuals, not by the army, not by the police. However to — why do I’ve this I stated — this predisposed of… Kasi utusan sila madali. Kasi ‘pag sinabi mong walang corruption, walang corruption. Kaya lang ang army and identical to any group, ‘pag ang prime diyan common o ang commander-in-chief corrupt, ku-corrupt ‘yan lahat.

Pero kung sabihin mo na matino ka, they’ll comply with. So Boracay I sent Cimatu. Sabi ko, “Puntahan mo nga doon.” Is Basic Cimatu here, si Roy? Ah yeah.

Itong si Roy nakilala ko ito sa Mindanao. Hindi ko man ‘yan kilala. Mindanao… Na-mayor kasi ako 23 years. So all of them passed by Mindanao, kilala ko. ‘Pag inutusan mo, kaagad. They usually know that I can’t give illegal orders for them to implement. Alam nila abugado ako. Sabi ko sundin lang ako ninyo.

Kaya I used to be stunned once I ordered Cimatu to go there — to Boracay, Sir Frank. Alam mo ang ginawa niya? The subsequent day lumabas siya roon sa Every day Mirror. Naglalakad siya doon sa seashore, naka-t-shirt ng blue at ‘yung mata niya nandoon sa dalawang Caucasian na nag… [laughter]

“G****** it, Cimatu. Akala ko ba inutusan kita?” “Yes, sir.” “O bakit ka nagpalakad-lakad diyan sa beach tinitignan mo ‘yung naka-bikini na dalawang puti?” “Sir, napadaan lang ako sir.” Sabi ko, “Trabahuin mo ‘yan ha.” They usually did it in six months’ time. In fact with a… [applause] I like Cimatu because he combined his pleasure with work. [laughter] That’s the approach the right way to do it. [laughter]

I offer you till the last week of the yr ‘yung sa — September na to do this. Clean the LGUs. Walang mangyari dito.

We will proceed to spend money on the countryside via agricultural packages that may improve the productivity and revenue of our small farmers and fisherfolk. We shall guarantee the complete implementation of the Rice Tariffication Regulation, together with the Rice Competitiveness Enhancement Fund. It will safeguard the livelihood of small farmers by means of the provisions of trendy farm gear and machineries, seeds and credit score, and extension providers.

I also have not forgotten my commitment to uplift the lives — ito — coconut farmers and further develop the coconut business until the urgent — ah by way of the urgent utilization of the Coconut Levy Fund. That is 100 million. [applause] Kaya ako very cautious until now wala akong nakuha. Look, it’s really exhausting to look for an trustworthy man. I need to admit it. Baka ako hindi ko rin kaya. I shouldn’t have that nicely…

Itong coco fund na ito, ito ‘yung naiwan sa — noong kay Marcos na levy fund. This is sacred cash. This money was taken out of the pockets of the Filipinos arbitrarily. Wala kang magawa noon eh martial regulation. Ito na ‘yan. Kaya itong coco levy fund, kung sabihin mo lang, tama ang Supreme Courtroom. Hindi mo pwedeng maibigay — sabi mo sino. You possibly can not trace the truthful owner of the land.

Ang plano ko, kung gusto ninyo, you save the money. You make investments the cash. Siguro mag-abot ‘yan ng mga more than 100 billion. Ilagay na lang ninyo ng ano trust fund for the government. It’s about mga 5 billion. Ayon na lang ang gastusin ninyo to order the cash. Fairly than do it parang sprinkle na ibigay mo sa mga tao. You can’t — sabi ng Supreme Courtroom tama sila — you possibly can not trace the genealogy of the house owners — the unique house owners. And typically it will fail.

I can’t act on that till I find the cash. Wala pa akong nakuha. I’ve yet — I’ve but to look for the cash. Hanggang ngayon naghahanap ako. Wala akong makita. Kasi malaki ito and it will — it will, you already know, in the event you assign a corrupt fool there. Kaya gusto — ang gusto ko o baka nagustuhan rin ninyo, i-deposito ko na lang. Let it remain as a remembrance to the individuals who lost their ah — at that time. Tapos ‘yung 5 billion, ‘yon ‘yung to improve the econo — the development sa replanting sa coconut.

5 billion, that’s an enormous money. Pero kung ibigay mo, let it sprinkler, walang mangyayari. ‘Yung taga-bigay kukuha ‘yan — ‘yung pupunta. That’s why itong Land Financial institution na ito, ‘pag hindi ito na… You recognize, you’re referred to as Land Financial institution but you at the moment are the number one business financial institution in the Philippines.

What the heck is occurring to you? You’re imagined to finance agricultural enterprises and endeavors. Bakit wala? [applause] Bakit — why can’t you simply purchase a number of wagons or whatever? Go to the countryside and ask the individuals if there are cooperatives, tulungan ninyo to type one. [applause]

‘Pag wala, eh tignan ninyo na maibigay ninyo for replanting of the coconut — to revive the coconut business. Pahiramin ninyo ng pera plus the cash — ‘nung sabi ko of the coconut levy. That’s sacred money. Land Financial institution ought to return to land. Why are you mired in so many business transactions? Bumalik kayo the place you have been created for and that is to assist the farmers. Ilang administration na wala? [applause] You higher determine on that, I will provide you with until the top of July to offer me a plan or else I will ask Congress to reconfigure you what-not. Wala eh, wala kayong… [applause]

I’m asking now Congress, ‘pag wala sila — if there isn’t a viable plan for that for the farmers and it’s just all business transactions, may as properly abolish it and give the money to the congressmen for their improvement funds. [laughter] O mas makatulong pa. Diretso eh. Ayaw ninyo? [laughter] O ayaw daw nila, Sir Frank. Huwag mo na lang galawin.

I once again urge each Homes of Congress to cross a more responsive model of the invoice establishing the Coconut Farmers’ Trust Fund to make sure the accelerated utilization of coco levy funds for the well-being and empowerment of the coconut farmers. [applause]

We acknowledge the urgent need to make sure the sustainability and availability of assets and the development of various ones. In this regard, I trust that Secretary Cusi shall fast-track additionally the event of renewable power sources, and scale back dependence on the normal power sources resembling coal.

Lastly, sustaining our positive factors entails a national safety posture succesful of defending the country from external and inner safety threats. Defense Secretary Lorenzana, along with the gallant women and men of the armed forces, is at the forefront of this battle.

We anticipate help for legislative initiatives aimed toward strengthening defense-related techniques such because the proposed National Defense Act, the Unified Army and Uniformed Personnel Separation, Retirement, and Pension Bill, and the revival of the obligatory ROTC in Grades 11 and 12. [applause]

Essential. Alam mo ‘pag mag giyera-giyera, 10 out of 10 hindi marunong maghawak ng baril to defend even his father and mom and brothers and sisters. Itong mga bata ngayon, they’re bereft of the patriotism and the love of nation. Balik sila dito.

I feel a army training can be good for everybody. Kung hindi sige lang — sa shabu, mamaya namatay, krrrkkk. “Duterte: Extrajudicial killing. Report to the ICC.” Ah okay. For those who can provide me with a very good snug cell, heated throughout winter time, I need to go — and an air-conditioned during scorching climate. And a conjugal visits, limitless, [laughter] para we will perceive one another.

We are aware of the truth that there are occasions in AFP and PNP personnel, while within the performance of their duties, get unjustly sued. Providing them with free authorized help to help and increase their morale.

My fellow citizens, to borrow the words of Churchill — akin ‘to, this is mine: We are now entering a period of consequences. The consequences of what we did and did not do but should have done during my first half of my term. I assume full responsibility for that. As President, I cannot pass it — the blame to anybody. So it’s on me.

Though we can’t change the past, we won’t squander the longer term. I’ll push more durable within the pursuit of packages that we now have began, but all the time inside the parameters of the regulation. I can’t merely coast alongside or whereas away my time in the course of the remaining years of my administration. It ain’t my type. [applause] However I can’t stop till I reach the end line. Then and solely then shall I call it a day. [applause]

Our aim for the subsequent three years is obvious: a cushty life for everyone, all Filipinos. We have now made vital strides and completed sign milestones as a nation prior to now three years. This momentum must proceed with larger fervor in the next three years and past.

I dream of glowing days ahead for every Filipino. I dream of a Philippines better than the one I grew up with.

That is my pledge and commitment for simply three years, if I can. If I can’t, I’m sorry. But I shall proceed to adjust to my constitutional obligation to serve and shield the Filipino, until the final day of my term.

God Bless the Filipino. God Bless the Philippines. Thanks very a lot! [applause]
